RULES OF ADMISSION

  1. Admission to the Odessa State Academy of Civil Engineering and Architecture (hereinafter - OSACEA) of foreigners and stateless persons is carried out in accordance with the Laws of Ukraine "On Higher Education", "On the Legal Status of Foreigners and Stateless Persons", "On Foreign Ukrainians", "On Refugees" and those who require additional or temporary protection ", by the Decree of the President of Ukraine from 3rd of June  1994 No. 271" On Measures for the Development of Economic Cooperation of the Regions of Ukraine with the Adjacent Regions of the Republic of Belarus and the Administrative Territory by the decision of the Cabinet of Ministers of Ukraine from 11th of September  2013, No. 684 "Some issues of recruitment for the training of foreigners and stateless persons", by the order of the Ministry of Education and Science of Ukraine from 1st  of  November  2013 No. 1541 "Some issues of recruiting and training organization (internship) of foreigners and stateless persons ", registered in the Ministry of Justice of Ukraine on 25th of November 2013 under No. 2004/24536 (as amended by the order of the Ministry of Education and Science from 11th of August 2017, No. 1167).
  2. Foreigners and stateless persons (hereinafter referred to as foreigners) may obtain higher education at the expense of individuals and / or legal entities, unless otherwise provided by international agreements of Ukraine, the consent of obligingness given by the Verkhovna Rada of Ukraine, laws or agreements between higher educational establishments about international academic mobility.

Admission of foreigners to the OSACEA for study at the expense of the state budget is carried out within quotas for foreigners.

  1. Foreigners, who arrive in Ukraine for the purpose of studying, enter to the OSACEA for accredited educational programs (specialties).

The admission of entrants among of foreigners to study for the funds of physical and / or legal persons may be carried out by ОSACEA:

  • twice a year, before and at the beginning of academic semesters (but not later than 1st of November and 1st of March, in accordance), for obtaining a bachelor's degree, a master's degree;
  • during the year to study in postgraduate study, doctoral studies.
  1. Admission of foreigners to study at the appropriate level of higher education is based on the results of entrance examinations and the language of education and on the basis of the academic rights of continuing education, provided by the document on the acquired education level in the country of origin, and taking into account the points of success that give the right to continue education on the next level of higher education in accordance with the legislation of the country that issued the document on the acquired degree (level) of education.
  2. Acceptance of documents of foreign citizens who enter on education for obtaining a bachelor's and master's degree without studying at the preparatory department of the OSACEA, at the expense of the total licensed volume, is conducted from 4th of February to 22nd of February 2019 and from 3rd of July to 31st of October, 2019.

Enrollment is carried out according to from 1st of March 2019 and before 1st of November 2019.

  1. Foreigners who have graduated from the preparatory department for foreign citizens of OSACEA are enrolled for studying within the limits of the total licensed volume. Enrollment is carried out within 5 - 10 calendar days from the date of signing the enrollment termination order from the preparatory department for foreign citizens.
  2. For acceptance for studies to the OSACEA foreign citizens and stateless persons on the bachelor's degree, except of persons who have previously obtained educational qualification level or degree, an admission tests is conducted.
  3. An admission test is carried out of two subjects in mathematics and Ukrainian, English or Russian language.
  4. Entrant is allowed to take part in the competitive selection, if the number of points from the admission test is not less than 100 points.
  5. For entrants in the specialty 191 "Architecture and Urban Planning" a creativity competition is held on drawing additionally. The entrant must complete the task provided for in the relevant program of creativity competition, which specifies the detailed evaluation criteria and the time required for the tasks to be performed.
  6. To accept for studies foreign citizens and stateless persons to the OSACEA for a bachelor's or master's degree on the basis of previously obtained educational qualification or higher education level, admission tests are carried out which foreseen for applicants with Ukrainian citizenship.
  7. Admission test of foreign language for foreign citizens and stateless persons at the entrance for obtaining the master's degree requires an entrance exam in Ukrainian or Russian as a foreign language.
  8. All categories of foreigners enrolling in the studies are credited to the OSACEA on the basis of admission orders, which are formed in the Unified State Electronic Education Base (USEEB).
  9. When entering to the OSACEA foreigners personally submit an application in paper form.

       Attached to the application:

  • a document (the original and it’s copy) about the previously acquired level of education on the basis of which the admission is carried out;
  • transcript (original and its copy) to the document on the previously acquired level of education, on the basis of which the admission is carried out (if applicable);
  • Academic transcript issued by a foreign / Ukrainian educational institution (in the case of transfer or readmission, beginning from the second year, academic transcript is attached);
  • the original and a copy of the document containing information on the content of the curriculum by the previous degree (level) of higher education, credits received, duration of training and the success of the academic disciplines when entering for a master's degree;
  • a copy of the passport document of the foreigner or a document certifying a stateless person;
  • medical insurance policy, unless otherwise provided by international agreements of Ukraine;
  • 4 photos size of 30 x 40 mm;
  • a copy of the identification document of a foreign Ukrainian;
  • a research proposal on the chosen scientific specialty or a list of published scientific papers and inventions certified according to established procedure at the place of work / training of the candidate in the Ukrainian or English language is additionally submitted upon admission to the postgraduate study.

 

For admission to the doctoral studies, is being given additionally in Ukrainian or English language:

  • course schedule of thesis research for obtaining a scientific degree of the doctor of sciences;
  • a copy of the diploma on the award of the corresponding degree;

 

  1. Foreigners entering on studies to academic mobility programs submit documents approved by these Rules and / or stipulated by the requirements of international programs and / or agreements under which academic mobility is implemented.

The documents specified in subparagraphs 1-5 of this paragraph should be translated into Ukrainian with the notarization of the translation.

The documents specified in subparagraphs 1-4 of this paragraph shall be certified in the country of issue in the manner that is officially used in this country for such certification and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international agreements of Ukraine.

The application and the documents specified in this paragraph are kept in the educational records of the entrants / students.

  1. Foreigners who receive state scholarships under international agreements, national programs, and other international commitments of Ukraine are admitted to study within the established quotas for foreigners on the basis of the lines of the Ministry of Education and Science of Ukraine.
  2. Foreigners who come to Ukraine to participate in academic mobility of higher education programs agreed upon between the OSACEA and foreign higher education institutions through educational programs are accepted for study, taking into account the relevant contractual obligations of the relevant higher education institutions.
  3. Foreign Ukrainians who are legally based in Ukraine and whose status is certified by a identification document of foreign Ukrainian, while entering the higher education institutions of Ukraine, make use of the same rights to education as the citizens of Ukraine, with the exceptions established by the Constitution of Ukraine, laws of Ukraine or international agreements, the consent of which is obligingness on the Verkhovna Rada of Ukraine.

Foreign Ukrainians, whose status is certified by a identification document of foreign Ukrainian, can be enrolled for studying on state orders within the established quotas for foreigners for dialogues of the subjects provided for by these Rules.

  1. Foreigners and stateless persons permanently residing in Ukraine, persons who have been granted refugee status in Ukraine, and those who require additional or temporary protection and enter to higher education institutions, in accordance with the rules provided for in these Conditions for citizens of Ukraine, may take part in the competitive selection of places for government orders within the limits set by the Cabinet of Ministers of Ukraine on the basis of a special competitive score, which is calculated as the ratio of the competition ball of the entrant determined in accordance with paragraph of the eighth section of these Conditions, to the minimum competitive point for providing the recommendations for the place of the state order in the general competition for this tender in the previous year (in the absence of such a point, a similar indicator is used for another, maximally related, tender proposal within the institution of higher education, in the case of impossibility - another institution of higher education by the decision of the admissions committee).
